State's Attorneys' Advisory Board
Minutes of the Meeting of October 18, 2021
The meeting was called to order at 12:31 p.m. by State’s Attorney Anne Mahoney, Vice President of the Board.
Also present were, Chief State’s Attorney Richard J. Colangelo, Jr.; Deputy Chief State’s Attorney Kevin Lawlor; Deputy Chief State’s Attorney John Russotto; Deputy Chief State’s Attorney Robert Devlin; State’s Attorneys Margaret E. Kelley (Ansonia/Milford), Joseph T. Corradino (Fairfield), Sharmese Walcott (Hartford), Paul Narducci (New London); Paul J. Ferencek (Stamford/Norwalk), Maureen Platt (Waterbury); Michael Gailor (Middletown); Brian Preleski (New Britain); and Stephen Sedensky (Danbury); and Executive Assistant State’s Attorneys John Doyle, Brett Salafia and Gail P. Hardy, Director of Communications Alaine Griffin, Legislative Liaison Melanie Dykas; Manager of Research and Planning, Kyle Baudoin; and representative of the Criminal Justice Commission, Scott Murphy.
The minutes from the previous meeting were approved unanimously.
The State’s Attorney’s Management Committee reported that the Cold Case Unit is going to start a Facebook page. It also reported that the Division will reinstitute the practice of sending letters to employees acknowledging their achievement of certain milestones. The Division will also issue certificates to employees when they begin employment with the Division and upon promotions. The Management Committee also reported that the Division has promulgated three new policies on political activity, workplace relationships and use of social media by employees.
The Operations Committee recommended the following policies be adopted: 1) DCJ Policy Regarding Custody of Discovery Materials; 2) DCJ Policy Concerning Sentence Modifications; and 3) DCJ Policy Concerning Photography, Recording and Filming at the State’s Attorneys Offices. The Committee also recommended that the Advisory Board approve the placement of a sign in all State’s Attorneys Offices indicating that Photography, Audio Recording or Video Recording in the office is prohibited without prior authorization from the State’s Attorney.
The policies on the Custody of Discovery Materials and Sentence Modifications were unanimously approved. The policy concerning Photography, Recording and Filming at the State’s Attorneys Offices was approved with Michael Gailor, State’s Attorney from the Judicial District of Middlesex, abstaining.
No issues were raised regarding conflicts.
State's Attorney Sedensky’s motion to adjourn, which was seconded by State's Attorney Ferencek, was unanimously approved.
