Minutes of the September 13, 2023 Meeting
The meeting convened at 9:36 a.m.
Participating in the meeting were Lab; Cheryl Carreiro, DESPP-Forensic Lab; Daniel Renstrom, DESPP-Forensic Lab; Megan Olt, DESPP-Forensic Lab; Mandy Young – DESPP; Lisamaria Proscino, Office of the Attorney General; Robert Meredith, OCPD; Lisa D’Angelo OCSA; Regina Herbert, JBCSSD.
The minutes of the June 14, 2023 meeting were unanimously approved.
The lab reported that as of September 1, 2023, a total of 133,705 convicted offender samples have been submitted to the lab; 631 since March 1, 2023. Of these samples, approximately 7515 were determined to be duplicate submissions. One hundred twenty six thousand five hundred forty are searching in CODIS. Approximately 114 convicted offender samples are waiting to be processed/entered into CODIS. There are approximately 22,350 profiles in the Forensic Index. The lab reported that 10,481 investigations have been aided so far by 11,032 confirmed hits. Approximately 106 candidate matches are under evaluation. The average time it takes to send out notification of the hit once it has been obtained is fifteen days.

Judicial
Judicial sent 418 letters to persons sentenced to a period of probation advising them to submit to the taking of a biological sample, 280 of the letters were first notices while 138 were follow up letters to individuals who had not provided a sample. In non probation cases, Judicial sent 84 initial letters and 62 follow up letters. Judicial sent 12 memos to the Department of Correction advising them of the need to collect a sample and submitted requests for 14 warrants. in total Judicial collected 255 samples.
Additional Comments:
The committee voted that information relating to sample 061423-A should be purged and the sample destroyed.
Cheryl Carreiro from the lab reported that 6 rapid DNA kiosks will be operating in CT and that fired cartridge case testing wil be implemented soon with restrictions to testing.
Regina Herbert reported that DNA kits have been ordered and their delivery is pending. 3 will be sent to lab for quality control testing.
Purge requests to be made at December meeting by Regina & Dan when all departments are present.
