The above-captioned matter was heard as a contested case on April 27, 2015, at which time the respondents appeared but the complainant did not. USPS tracking information indicated that certified mail delivery of notice of the hearing had been attempted on April 15, 2015, and a notice of that attempt had been left at the complainant’s address because an authorized recipient was not available.  By email dated May 12, 2015, and by letter dated May 14, 2015, the complainant asserted that he had not received notice of the hearing.  On his own motion, the hearing officer reopened the hearing, and a new notice of hearing was sent to the complainant by certified mail, regular mail, and email.  The matter was then heard again on June 9, 2015, at which time the respondents appeared but the complainant again did not.

     The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

     1.  The complaint is dismissed for failure to prosecute.
