The above-captioned matter was heard as a contested case on January 10, 2012, at which time the complainants and the respondent appeared, stipulated to certain facts and presented testimony, exhibits and argument on the complaint. 

After the hearing on this matter, a Report of the Hearing Officer dated March 14, 2012 was issued on March 15, 2012.  However, by a letter received by the Commission on March 28, 2012, the complainants withdrew the above-captioned complaint.  Consequently, the March 14, 2012 Report of Hearing Officer was withdrawn and this April 10, 2012 Report of Hearing Officer is issued in lieu thereof.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1. The complaint is hereby dismissed.
