The above-captioned matter was scheduled to be heard as a contested case on December 22, 2011, at 9:30 a.m., at which time the respondents were present but the complainant failed to appear.  For purposes of hearing, this matter was consolidated with Docket #FIC 2011-335; Ann DeMatteo and the New Haven Register v. Town Attorney, Town of Hamden; and Town of Hamden.

The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:

1.  The complaint is hereby dismissed.
