The above-captioned matter was scheduled for hearing as a contested case on January 3, 2012, at which time the complainant failed to appear. Officer Noel Quinones was granted status as a party. Officer Quinones utilized a vacation day in order to attend the hearing.
The following order by the Commission is hereby recommended on the basis of the record concerning the above-captioned complaint:
1. The complaint is hereby dismissed for failure to prosecute.
