     A regular meeting of the Freedom of Information Commission was held on December 12, 2012, in the Freedom of Information Hearing Room, 18-20 Trinity Street, Hartford, Connecticut. The meeting convened at 2:10 p.m. with the following Commissioners present:
     Commissioner Norma E. Riess, presiding
     Commissioner Owen P. Eagan

     Commissioner Jay Shaw (participated via speakerphone)
     Commissioner Sean McElligott
     Commissioner Matthew Streeter
     Also in attendance were Colleen M. Murphy, Clifton A. Leonhardt, Victor R. Perpetua, Tracie C. Brown, Kathleen K. Ross, Lisa F. Siegel, Valicia D. Harmon, Paula S. Pearlman, Cindy Cannata and Mary E. Schwind.
     The Commissioners unanimously voted to adopt the minutes of the Commission’s regular meeting of November 14, 2012.
     Those in attendance were informed that the Commission does not ordinarily record the remarks made at its meetings, but will do so upon request.
Michael Place v. Deputy Director, State of Connecticut, Judicial Branch, Court Operations Division, Legal Services; and Commissioner, State of Connecticut, Department of Emergency Services and Public Protection
     Michael Place participated via speakerphone.  The Commissioners unanimously voted to adopt the Hearing Officer’s Report.  The proceedings were recorded digitally.
Gary Cooke v. Wayne Carver, Chief, State of Connecticut, Office of the Chief Medical Examiner; and State of Connecticut, Office of the Chief Medical Examiner
     Gary Cooke participated via speakerphone.  Assistant Attorney General Patrick Kwanashie appeared on behalf of the respondents.  The Commissioners unanimously voted to adopt the Hearing Officer’s Report.  The proceedings were recorded digitally.
David Taylor v. Executive Director, State of Connecticut, University of Connecticut Health Center, Correctional Managed Health Care, Osborn Correctional Institution; and State of Connecticut, University of Connecticut Health Center, Correctional Managed Health Care
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.

     Hardie Burgin appeared on his own behalf.  Attorney Richard Roberts appeared on behalf of the respondents.  The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Marshall Segar v. Chief, Police Department, City of New London; and Police Department, City of New London
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
Rich Burgess and Connecticut Carry, Inc. v. Chief, Police Department, City of Stamford; and Police Department, City of Stamford
     The Commissioners unanimously voted to adopt the Hearing Officer’s Report.
     The Commissioners considered the Motion for Reconsideration and Reargument dated November 20, 2012 filed by Roger Emerick in Roger Emerick v. Commissioner, State of Connecticut, Department of Public Health; and State of Connecticut, Department of Public Health, Docket #FIC 2012-001.
     Roger Emerick appeared on his own behalf.  Assistant Attorney General Kerry Colson appeared on behalf of the respondents.  The Commissioners unanimously voted to reconsider the matter.  After reargument and reconsideration, the Commissioners unanimously voted to adopt the Hearing Officer’s Report which had been previously adopted on November 14, 2012.

     Victor Perpetua and Valicia Harmon reported on pending appeals.

     Colleen Murphy reported on the recent COGEL Conference.

     The meeting was adjourned at 3:19 p.m.
