Staff Members

Kyle Baudoin, a former police officer and academician, began working at the Office of Policy and Management in the late summer of 2014.  Mr. Baudoin co-authors the Annual Recidivism Report and the Annual Prison Forecast and has taken over as the Principal Author of the "Monthly Indicators Report". He conducts quantitative and qualitative research and writes reports and presents findings for policy and operations level consumption. Mr. Baudoin spearheads efforts to collaborate on interagency policy and data sharing initiatives. He received his Bachelor’s degree from Louisiana State University in Political Science and then served as a police officer for 10 years prior to joining the Criminal Justice Policy and Planning Division. Mr. Baudoin used his interpersonal skills developed as a police detective to complete a qualitative study at Connecticut’s Walker Intake Unit. “The Walker Project” is a first-of-its-kind study in Connecticut; and approaches research from a humanistic viewpoint, shattering perceptions of offenders, humanizing data and producing an untapped wealth of knowledge. 

Kendall Bobula was hired in October 2014 to support and expand the capacity of the Research Unit. Ms. Bobula has developed the GIS capabilities of the Unit creating maps depicting opioid deaths and DOC community supervision. She developed and maintains the division website, provides technical and administrative support to the Criminal Justice Policy Advisory Commission (CJPAC), and provided support for "The Walker Project" by editing and transcribing video. She has also conducted a qualitative study at Connecticut's women's prison in Niantic, Connecticut. "The York Project" is based off "The Walker Project", and provides a qualitative analysis of pre-trial women in Connecticut. Ms. Bobula received her Bachelor’s degree from the University of Minnesota - Twin Cities in Urban Studies and holds a Master’s degree in Emergency Management from the University of New Haven.

_{Ivan Kuzyk has been the Director of Connecticut’s Statistical Analysis Center since his appointment, by the Undersecretary of CJPPD in June 2008. He is instrumental in the preparation and creation of the Criminal Justice Policy and Planning Division’s Annual Forecast and Recidivism studies. He heads the effort to publish a “Monthly Indicators Report”, which includes consistent monthly data on numerous criminal justice system populations, including, pre-trial populations, jail re-interview program interviewees, parolees and many more populations. The Monthly Indicator Report is well known and respected among Connecticut’s criminal justice system leaders. As an expert data analyst in the field of criminal justice, Mr. Kuzyk has proven skills in data-driven policy analysis that have been used by Connecticut's government executives and policy makers to make informed decisions. Mr. Kuzyk formulates and delivers presentations on key criminal justice issues with clarity and superior logic. He openly subjects his analysis and methods to continual peer review, resulting in findings which promote collaborative understanding and consensus building. Mr. Kuzyk brings a wealth of knowledge and experience to this appointment from his position as the Research Partner to Project Safe Neighborhoods (PSN) program administered by the U.S. Attorney's Office in Connecticut. Mr. Kuzyk holds a Bachelor’s degree in Electrical Engineering from the University of Connecticut, and was an electrical engineer prior to joining the criminal justice field.}
