Grants and Programs
The Policy, Planning and Implementation Unit is involved in planning, policy development, and funding of criminal justice initiatives provided through federal grant dollars from the U.S. Department of Justice and/or state appropriated resources. Most of the programs focus on criminal justice issues within the adult population and many involve collaborations between state agencies, local governments and community-based organizations.

Connecticut programs funded by formula grants and discretionary grants from the USDOJ, Office of Justice Programs are:
- prevent re-victimization and improve offender accountability
- reduction in recidivism in both the adult and juvenile population
- enhancements in re-entry strategies
- development of reporting systems to track trends and outcomes related to the identified policy objectives
Residential Substance Abuse Treatment (RSAT) for State Prisoners Formula Grant Program
RSAT assists state agencies in developing and implementing residential substance abuse treatment programs in state and local correctional and detention facilities.
Bulletproof Vest Partnership (BVP)
BVP is a Department of Justice initiative designed to provide a critical resource to state and local law enforcement agencies. BVP funds up to 50 percent of the cost of each vest purchased or replaced by law enforcement applicants. Connecticut state government has about 30 state law enforcement related agencies who are eligible for re-imbursement.

Connecticut Safety and Justice Challenge Project
The Connecticut Safety and Justice Challenge is an initiative to safely reduce jail incarceration and eliminate racial and ethnic disparities within the criminal justice system. The project supports Governor Malloy’s Second Chance Society Initiative to give non-violent offenders an opportunity to become productive members of society and reduce spending on incarceration.

STOP Violence Against Women Formula Grant Program (STOP VAW)
STOP VAW grant awards are provided in order to:
- develop policies to improve the criminal justice system response to sexual assault, domestic violence, dating violence, and stalking crimes
- support state agencies’ collaborative projects
- reduce recidivism while ensuring greater safety for victims
- provides funding to support direct intervention and assistance for victims of sexual assault
- support rape crisis centers and other non profit non governmental organizations
