Use a State Contract: Statewide contracts are legal agreements between the DAS Procurement Division and Suppliers awarded as a result of a competitive procurement process for a wide variety of goods and services for use by State agencies and local entities. A complete list of active state contracts can be found by searching the State Contracting Portal (including certified Small Business Enterprise/Minority Business Enterprise (SBE/MBE companies).Purchase from a State Contract: When a state contract is in place, the Agency is authorized to purchase from the contract and does not need to re-compete their business needs through a separate bid or procurement contract. Executive branch agencies create their purchase orders against the contract through the state’s Core-CT financial system. DAS also provides contract administration support throughout the life of the contract by assisting agencies with Supplier performance issues.
Find Small Business Enterprise/ Minority Business Enterprise (SBE/MBE): Search the directory of SBE/MBE certified businesses.
Establish Agency Set-Aside Small Business Enterprise/Minority Business Enterprise (SBE/MBE) Goals: The DAS Supplier Diversity Program Team provides state agencies with the technical assistance needed to establish their Set-Aside goals each fiscal year. Once submitted, DAS will review the goals report and either follow-up with questions or respond to the agency with an email approving the agency goals. On a quarterly basis, state agencies and certain political subdivisions are required to prepare and submit a status report on its SBE/MBE goal achievement. Each quarterly report is to be submitted to the DAS Supplier Diversity Program Team and to the Commission on Human Rights and Opportunities (CHRO).

*Pursuant to C.G.S. Sec. 4a-60g, section (m), "any state Agency or Political Subdivision of the state, other than a municipality, that achieves less than 50% of its small contractor and minority business enterprise set-aside program goals by the end of the second reporting period in any twelve-month period beginning on July first shall provide a written explanation to the Commissioner of Administrative Services and Commissioner of Human Rights and Opportunities detailing how the agency or political subdivision will achieve its goals in the final reporting period."
