Retail heating fuel dealers are prohibited by law from adding a surcharge to the price of fuel oil or propane if the delivery is in excess of one hundred gallons. However, a surcharge may be assessed if that delivery is made outside the normal service area or normal business hours. The Department of Consumer Protection regulates the sale of home heating oil and propane, and will respond to questions and complaints on topics such as billing, price notices and contracts.
