State loans funds have been utilized in the remediation of the Capewell Lofts located in the former Capewell Horsenail Factory site located at 70 Popieluszko Court, Hartford. Abandoned since 1980, the site was found to contain a dangerous amount of asbestos, lead, volatile organic compounds, heavy metals in the soil and PCBs. Remediation funds were utilized for the abatement of lead, asbestos and PCBs. The property has been developed by CIL- Capewell Inc. into 72 affordable and market rate apartments and 5,000 square feet of commercial space.
