Radioactive Materials and Industrial X-ray Device Registrations
An Environmental Permitting Fact Sheet
Program Overview
This permit program, administered by the Bureau of Air Management’s Radiation Division, oversees programs relating to radioactive materials and industrial sources of ionizing radiation. Radioactive material includes any materials, solid, liquid, or gas that spontaneously emit ionizing radiation. Industrial sources of ionizing radiation includes, but is not limited to, gamma rays, x-rays, alpha and beta particles, neutrons, protons, high-speed electrons, and other atomic or nuclear particles. These programs provide protection for the health of the general public and the preservation of the environment.

Who Must Apply
Sources of radioactive material and industrial ionizing radiation must be registered annually by December 31st by using the Radioactive Materials and Industrial X-Ray Devices Registration Form (DEP-RAD-REG-100). Additional required documents include a copy of a U.S. Nuclear Regulatory Commission License for new registrations or amended pages of a U.S. Nuclear Regulatory Commission License for renewals, if applicable. If at any time there is any change in the number of sources, source strength, or the output or types of radiation or any other modifications to the existing registration, the registrant must file an amendment by using the same registration form with the modifications clearly noted in red ink.
An out of state registrant planning to make a site visit to Connecticut shall submit an additional form, the Temporary Use Notification (DEP-RAD-REG-101) at least three days prior to entering the state, informing the department of their activities within Connecticut. The Radioactive Materials and Industrial X-Ray Devices Registration Form must have been previously submitted before filing a Temporary Use Notification.
Note: The Radioactive Materials and Industrial X-Ray Devices Registration Form cannot be used for the registration of diagnostic and therapeutic (medical) x-ray devices. Reports and Inspections
Each person possessing or using a source of ionizing radiation shall maintain records relating to receipt, storage, transfer, disposal, and other such records the Commissioner deems necessary, including maintenance of records showing the radiation exposure of individuals for whom personnel monitoring is required. Fees
The radioactive materials and industrial x-ray devices registration fees are:

$200.00 annually, by December 31st, pursuant to section 22a-148(c)CGS. The fee is not pro-rated. New registrants are required to pay the fee regardless of when they register with the DEP.

No fee for filing amendment(s) to existing registration(s).
Review and Processing
Upon receipt of the registration, a preliminary review of the registration is conducted for sufficiency and general consistency with applicable standards and criteria. DEEP will send acknowledgement of a sufficient registration by sending a Certificate of Registration. DEEP will also notify a registrant when an insufficient registration is received.
Unique Processing Features

Public Participation
Any proceedings pursuant to sections 22a-151 to 22a-158 CGS, inclusive, shall be subject to a public hearing when requested by any person whose interest may be affected by such an activity. Should a public hearing be requested, notice of the hearing must be published at least thirty days prior to the scheduled hearing date.
