Guiding change in healthcare delivery
The Certificate of Need (CON) Unit collects and analyzes market and healthcare data to make decisions about whether proposed changes to the healthcare landscape represent the best interests of Connecticut residents. The unit reviews changes proposed by hospitals, medical groups, surgical facilities, behavioral health facilities, and other providers.
The changes described in Connecticut General Statute (C.G.S.) § 19a-638(a) include:
- Establishing certain new healthcare facilities
- Certain ownership transfers
- Significant investments in certain new equipment or facilities
- Certain other changes affecting access to services
- Terminations of services

Legislation
OHS’ Health Systems Planning unit administers the CON program per Connecticut General Statute (C.G.S.)§19a-612d. This is a regulatory process for certain projects described in C.G.S. § 19a-638 that affect the healthcare market. C.G.S. § 19a-639 guides OHS’ analysis of proposed healthcare projects and their impact on the community. C.G.S. Chapter 368z contains a number of other statutes relevant to the CON process.
