Temporary 90-Day Certificate Holders

If you’re ready to advance from a temporary 90-Day certificate to an initial educator certificate, use the paper-based ED 172A application. This application cannot be submitted online.

Submit your application no earlier than two weeks prior to the expiration date of your temporary certificate.

Part I and II of the application must be completed by you. Part III must be completed and signed by the superintendent, executive director, or designee of the district in which you served under the temporary certificate.

The total cost to advance a temporary 90-day certificate to the initial level is $200, including the $50 nonrefundable review fee.

If you are applying for more than one endorsement, include an additional $100 for each additional endorsement. Personal checks cannot be accepted. Please include a money order, cashier’s check, or certified bank check made out to “Treasurer State of Connecticut." The mailing address is noted at the top of the form.

Resident Educator Certificate Holders

If you have a resident educator certificate (REC), you can advance to an initial educator certificate using the paper-based ED 170A application and ED 126 or use the online Connecticut Educator Certification System (C.E.C.S.).

A statement of professional experience form ED 126 must be completed and signed by the superintendent, executive director, or designee of the district documenting at least 10 school months of successful experience under the REC.

Relay graduates who were issued a REC with missing course work must also submit official transcripts documenting completion of the deferred coursework.

The total cost to advance an REC to the initial level is $200, including the $50 nonrefundable review fee.

Personal checks cannot be accepted. Please include a money order, cashier’s check, or certified bank check made out to “Treasurer State of Connecticut." The mailing address is noted at the top of the form.

Initial Educator Certificate Holders

If you hold an initial educator certificate, you can advance to the provisional level if you have met the requirements of the initial certificate. This type of certificate upgrade allows you to apply online using the C.E.C.S. portal or use a paper-based ED 170 application.

A statement of professional experience form ED 126 must be completed and signed by the superintendent, executive director, or designee of the district.

Acceptable experience includes the following:

  • For public school educators, completion of at least 10 full school months of successful service.
  • For approved nonpublic or independent school educators, completion of at least 30 full school months of successful service.
  • For service in Connecticut public schools or approved private special education programs only, Teacher Education and Mentoring (TEAM) program participation is reported directly by the employing district.

The total cost to advance an initial educator certificate to the provisional level is $200, including the $50 nonrefundable review fee.

If you complete your ED 170 application online, you can submit your payment by credit card. If you choose to mail your paper-based ED 170 application, please include a money order, cashier’s check, or certified bank check made out to “Treasurer State of Connecticut." Personal checks are not accepted. The mailing address is noted at the top of the form.

    Provisional Educator Certificate Holders

If you hold a provisional educator certificate, you can advance to a professional level. This type of certificate upgrade allows you to apply online using the C.E.C.S. portal or use a paper-based ED 170 application.

A statement of professional experience form ED 126 must be completed and signed by the superintendent, executive director, or designee of the district, verifying at least 30 school months of successful experience under the provisional educator certificate.

Official transcript documenting the completion of 30 semester hours of credit beyond the bachelor’s degree (certification issued before July 1, 2018), or official transcript documenting the completion of a master’s degree in a subject area related to the endorsement held (certification issued for the first time on or after July 1, 2018).

The total cost to upgrade a professional educator certificate is $375, including the $50 nonrefundable review fee.

    Submitting Your Transcript

Due to the large volume of e-transcripts the Bureau of Certification receives daily, e-transcripts may occasionally expire before they are processed into your file. If possible, please submit a paper-based official transcript in a sealed envelope for review to avoid resubmission.

    Timelines

Upon submission of application, please allow approximately 2-3 months for an analysis. Once all required documentation has been received, determination of eligibility may take several months. All applications will be processed in the order they are received.
