About Quality and Systems Improvement Division
Quality and Systems Improvement Division is responsible for evaluating the quality of services and supports delivered to individuals across the state by the Department of Developmental Services.
Division staff conduct on-site reviews, using the Quality Service Review (QSR) process and Community Living Arrangements (CLA) and Community Companion Homes(CCH)/Community Training Home (CTH) Licensing Regulations to ensure compliance with state and federal regulations, the department’s policies and procedures and the requirements of the Centers for Medicare and Medicaid Services (CMS) regarding Connecticut’s Home and Community Based and Individual and Family Support Waivers. Information gathered by the Division is shared with other stakeholders as a basis for quality improvement initiatives, so that agreed-upon best practices can be implemented statewide.
Quality and Systems Improvement Division, in conjunction with Resource Management, evaluates and issues the departments Provider Certification. Provider Certification is defined as the written authorization issued by the Commissioner to a qualified provider to deliver support services to individuals. Certification is achieved and maintained by the qualified provider by participating in and meeting the expectations of the department’s quality system in the area of level of care determinations, individual plans and service delivery, outcome achievement, provider qualifications, individual’s health and welfare, compliance with financial requirements, and implementing quality improvement plans to address issues identified by department staff or the provider organization.
Quality and Systems Improvement Division offers systems support to Division staff, and also to staff of other department divisions in order to assist with information management and reporting.
In addition to quality review and licensing functions, Quality and Systems Improvement Division oversees the department’s Emergency Management system, a comprehensive system of readiness initiatives designed to guide continuity of services in the event of an emergency.
The Director also issues the department’s Safety Alerts/Advisories to inform constituents about a variety of issues affecting health and safety.
