The delay on the project is attributed to utility work which requires the relocation of existing overhead utilities to safely complete the bridge replacement construction. The delay in several of the needed relocations (electrical, communication, cable television) has resulted in the contractor not being able to continue the work within the environmental permit timeframe. The project includes a Connecticut Department of Energy and Environmental Protection permit that limits necessary in-water work to the June 1st through September 30th period each year. The utility delay has restricted the ability of the contractor to complete necessary in-water work during this past year’s allowable period.
DETOUR INFO-
SR 616 Eastbound traffic will continue to be detoured onto Chestnut Hill Road in Colchester, to Route 2, and then to Scott Hill Road in Lebanon. Westbound traffic will be detoured onto Scott Hill Road in Lebanon, to Route 2, then back onto SR 616 (Norwich Avenue) at Route 2 Exit 21. Local access to area businesses and residents will be maintained. Construction signs have been installed to guide traffic around the project site.
Motorists are advised to maintain a safe speed when driving in this vicinity.
DOT Project No. 0070-0116 was awarded to McCarthy Concrete, Incorporated of South Windsor, Connecticut at a cost of $1,603,715.25 on March 12, 2013, and is anticipated to be completed in November 2014.
