DOT Appoints Carl Jackson as Rail Administrator

          Carl L. Jackson, a 38-year transportation professional who started his career as a railroad conductor and worked his way up to senior management positions in public transit and private transportation companies, has been selected as Rail Administrator for the Connecticut Department of Transportation (DOT).

          Jackson, who currently serves as an associate director of the Washington, D.C., Department of Transportation, will oversee Connecticut’s three major rail operations – the New Haven Line, Shore Line East and the New Haven-Hartford-Springfield passenger rail line now being expanded. He will also manage the freight rail program in Connecticut.

          “Carl Jackson is a proven manager with the blend of professional experience and personal commitment to public transit that we need to keep Connecticut, its people and its economy moving forward,” said DOT Commissioner James P. Redeker in announcing the appointment. “At a time when we are expanding operations and making major investments in passenger and freight rail service, I am confident that Carl is the right choice for this critical position.”

          In addition to his Washington experience, Jackson has worked for the Long Island Railroad, as a conductor and trainman, and later in management positions; the Chicago Transit Authority as a general manager; Connex of Canada (now Veolia) as general manager and chief operating officer; the Macon, Georgia, Transportation Authority as general manager and chief executive officer; and the City of Greenville, South Carolina, as director of public transportation.

          “This is an exciting time to be joining the Connecticut DOT and I am delighted to come aboard,” said Jackson, a New York native. “I am committed to making the rail commuter experience the best it can be in Connecticut. I am impressed to see the level of investment this state has made and continues to make in rail infrastructure and service.”

          Jackson will begin the new position in late August.

          Carl Jackson has received several awards for his work in public transportation, including the President’s Award from the Georgia Transit Association, the Middle Georgia Regional Crime Stoppers Award, and the Andrew J. Beard Professional Achievement Award from the Conference of Minority Transportation Officials Long Island Chapter. Carl served as a board member of the Transportation Association of South Carolina, where under his leadership, Greenville’s transit system was awarded the “Most Improved Large Urban Transit System” in South Carolina. 

He is a member of the Community Transportation Association of America, the Conference of Minority Transportation Officials, and the Association for Commuter Transportation, and is active with the American Public Transportation Association (APTA).  Carl currently serves as a Commissioner on the Northeast Corridor Infrastructure and Operating Advisory Commission, and is on APTA’s State Affairs Committee, and the Tri-State (Maryland, Virginia, Washington, DC) State Safety Oversight Executive Committee.

Jackson earned a Master of Business Administration degree from Long Island University’s C.W. Post College of Management, a Master of Arts degree and Advanced Graduate Certificate in Labor Studies from the State University of New York at Stony Brook, and a Bachelor of Science degree in Management from Adelphi University.
