LEGAL NOTICE: The TOWN of LITCHFIELD, Connecticut, seeks to engage a Consulting Engineering firm to provide engineering services for the preparation of construction contract plans and documents for the following four (4) bridge projects, one sole consultant for all four (4), under the Federal Local Bridge Program (see estimated construction cost expected range for each bridge project in parenthesis, without engineering fees and/or construction engineering budget):
East Litchfield Road (Bridge #05181) over Spruce Brook ($50,000 to $55,000)
Wheeler Road (Bridge #05182) over Spruce Brook ($110,000 to $130,000)
Sawmill Road (Bridge #05183) over Marshepaug River ($130,000 to $150,000)
Duck Pond Road (Bridge #06167) over Butternut Brook ($55,000 to $60,000)
The Consulting Engineer may also be required to provide survey, prepare environmental documents and perform construction inspection.
The Consulting Engineer will be evaluated and selected based on design and technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and Town of Litchfield procedures, approximately weighted in descending order of importance.
The design fee will be negotiated on a Lump Sum basis.
The construction inspection fee will be negotiated on a cost-plus basis.
Firms responding to this request for qualifications (RFQ) should be of adequate size and sufficiently staffed to perform the assignment described above.
It is anticipated that eleven percent (11%) will be established as a goal for the percentage of the work that must be subcontracted to Disadvantage Business Enterprises (DBE).
The selected firm must meet all Town of Litchfield, State and Federal affirmative action and equal employment opportunity practices.
A letter of interest, together with general information on the firm and proposed subconsultants, the firm’s brochure, current Federal GSA Form 330, experience of the firm and a resume of key personnel should be addressed to: Town of Litchfield, Attn: Public Works Department c/o Raz Alexe, P.E., Public Works Director/Town Engineer, 74 West Street, Litchfield CT 06759 (Town Hall). Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed subconsultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined. Please provide five (5) copies of the requested information.
Personnel in responsible charge of the project will be required to possess and maintain a valid Connecticut Professional Engineer’s License. All letters of interest must be postmarked by a U.S. Post Office (if mailed) or received at the Town Hall (see above address if hand delivered), no later than 12:00 p.m. on Thursday October 27th, 2016. Responses received or postmarked after this date will not be considered.
