A virtual public informational meeting for the project will be held on Tuesday, June 25 at 7:00 p.m.
The purpose of this meeting is to provide the community an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements. A Q&A session will immediately follow the presentation.
The purpose of the project is to rehabilitate Bridge Nos. 03015A and 03015B to maintain a state of good repair. The existing steel superstructure exhibits steel deterioration, poor paint condition, and substandard load rating factors. Existing deck joints have failed and are leaking.
Bridge No. 03015A is a 14-span structure that consists of simple span steel rolled beams, simple span steel plate girders and 3-span steel rolled beams with Pin and Hangers. Spans G, H, and I, include Pin and Hanger Assemblies (assemblies) which creates a hung span in Span H and anchor spans in Span G & I. The superstructure is supported by concrete abutments and multi-column piers with concrete and steel pier caps. Steel pier caps, including assemblies, are located at Piers 11 and 12, where each girder is framed into the steel pier caps. Assemblies at Pier 11 and Pier 12 are Pin & Hanger and Hinge Pins, respectively.
Bridge No. 03015A is approximately 1044 feet long and has an out-to-out width of 68 feet. Abutment 1 and Piers 1-5 and 11-12 are supported by cast-in-place concrete piles. Piers 6-10 are supported by steel H-piles. Abutment 2 and Pier 13 are supported by spread footings.
Mill River flows under the bridge and drains into Quinnipiac River approximately 1 mile south of the bridge and is tidally influenced.
Bridge No. 03015B is a 3-span structure that consists of simple span steel rolled beams. The superstructure is supported by a concrete abutment and multi-column piers with concrete pier caps. The southern end of the bridge is supported by a shared pier with Bridge No. 03015A, Pier No. 4. Bridge No. 03015B is approximately 225 feet long and has an out-to-out width of 33 feet 6 inches.
Bridge No. 03015B Abutment and Piers 13 and 14 are supported by cast-in-place concrete piles.
The proposed scope of work includes the following:
- Strengthen and repair structural steel members
- Replace all pin and hanger and hinge assemblies using stainless steel components
- Replace redundant systems at all assemblies
- Replace wind locks
- Clean and paint entire structure
- Replace bearings.
- Repair concrete deck and barriers
- Replace bridge joints
- Replace wearing surface and waterproofing membrane
- Clean scuppers and extend weep pipes
- Repair concrete substructure
- Apply penetrating sealer
The Maintenance and Protection of Traffic and Construction Sequencing may require temporary off-peak lane and shoulder closures of I-91 SB, temporary off-peak detours of I-91 SB on-ramp from Willow Street, temporary lane and shoulder closures of State Street, and temporary lane and shoulder closures or detour of I-91 NB on-ramp from Willow Street and I-91 NB off-ramp to Willow Street.
Right-of-way impacts associated with the proposed project are not anticipated.
Construction is anticipated to begin Summer 2026 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $29,600,000. This project is anticipated to be undertaken with 90% Federal funds and 10% State funds.
