Welcome to the webpage for Project 0102-0372, Rehabilitation of Bridge Nos. 00058 and 03563 – I-95 and TR-803 over Crescent Street, Metro North Railroad and a Pedestrian Path in Norwalk.

The purpose of the project is to Rehabilitate Bridge No. 00058 and Bridge No. 03563 to ensure that the major components remain in a state of good repair. According to the Connecticut Department of Transportation (CTDOT) 2020 Bridge Inspection Reports, Bridge Nos. 00058 and 03563 have fair condition ratings of ‘5’ or better for all the major components. The following deficiencies exist:
- Concrete decks with numerous hollow areas, spalls, and cracks
- Areas of light rust and peeling paint throughout the steel superstructure
- Moderate steel deterioration at the girder ends
- Poor condition of bearings at Bridge No. 00058
- Areas of hollow concrete and spalls at the concrete substructures
Bridge No. 00058 is a 3-span, built-up steel girder bridge carrying Interstate 95 (I-95) over Crescent Street, Metro North Railroad, and the Oyster Shell Park pedestrian pathway in the City of Norwalk, Connecticut. The beams are supported by concrete abutments and intermediate concrete piers. Bridge No. 00058 is approximately 310 feet long and was originally constructed in 1958. I-95 carries bidirectional traffic and has a functional classification of Urban Principal Arterial. The Average Daily Traffic at this location is 129,400 vehicles with 9% truck traffic.
Bridge No. 03563 is a 3-span, steel girder bridge carrying TR803 (Exit 15 to Route 7 Northbound) over Crescent Street, Metro North Railroad, and the Oyster Shell Park pedestrian pathway in the City of Norwalk, Connecticut. The beams are supported by concrete abutments and intermediate concrete piers. Bridge No. 03563 is approximately 270 feet long and was originally constructed in 1970. TR803 carries single-direction traffic and has a functional classification of Urban Principal Arterial. The Average Daily Traffic at this location is 17,900 vehicles with 9% truck traffic.
The proposed scope of work includes the following:
- Deck repairs to hollow areas and reconstruction of deck ends at joints
- Structural steel repairs and strengthening
- Bearing repairs and/or replacement
- Clean & paint girder ends
- Substructure repairs to cracks, spalls, and hollow areas
- Application of anti-graffiti coating
The Maintenance and Protection of Traffic and Construction Sequencing includes overnight lane and shoulder closures and overnight closures of the north-bound on ramp at West Street with a local detour. Additional short-term closures of the sidewalk over Bridge No. 03563 and overnight closures of the Pedestrian Path will be required to complete the work.
Right-of-way impacts associated with the proposed project are not anticipated.
Construction is anticipated to begin Spring 2027 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $15,000,000. This project is anticipated to be undertaken with 100% State funds.
