INSTRUCTIONS FOR THE PURCHASE AND LEASE BID PROCESS

  1. Obtain a public bid package from the property agent handling the property sale. The agent can be contacted by email or telephone.
  2. If the property being sold is a house or structure, an open house is scheduled so the prospective buyers can view the interior of the building. A home inspection by the prospective buyer or contractor can be performed during that time.
  3. YOUR BID MUST BE SUBMITTED IN THE STATE-ISSUED BID ENVELOPE OR IT WILL NOT BE ACCEPTED. You must include the completed bid form accompanied with the deposit as specified in the bid announcement, in the form of a certified or bank check made payable to "Treasurer, State of Connecticut". No personal checks or cash will be accepted. Be aware that it is in the buyer’s best interest to obtain financing before submitting a bid. If you are the successful bidder and decline to purchase due to lack of financing, disinterest, etc. you will forfeit your deposit.
  4. Bids must be mailed to the Department of Transportation, Contracts Unit, 2800 Berlin Turnpike P.O. Box 317546, Newington, CT 06131-7546. Bids must be received by the Department no later than 2:00 P.M. on the scheduled bid date. It is the bidder's responsibility to verify that their bid has been received by sending an email to dotcontracts@ct.gov. Bids will be opened on the scheduled bid date and time. Bid results may be obtained by contacting the Agent handling the bid.
  5. Official State forms may be obtained by contacting the Agent listed on web page advertisement either by the email hyperlink or their respective telephone numbers which is also listed in the advertisement. All properties are subject to any state of fact as may appear of record or any inspection of the property may disclose.

It is understood that all successful or accepted bids are subject to the municipality's right of first refusal in accordance with Section 3-14b of the Connecticut General Statutes as revised, and must be approved by the Commissioner of Transportation, Secretary of the Office of Policy and Management and the State Properties Review Board, in accordance with Section 13a-80 of the Connecticut General Statutes, as revised.

All properties inclusive of the real property and all buildings and improvements situated thereon, if any, shall be sold in their "as is" condition. The State shall not make any warranties or representations whatsoever. Each bidder shall be solely responsible for inspecting all public records, inspecting the subject premises and drawing his own conclusions. The information contained within the bid and from all officers, agents and employees of the State has been obtained from the State's records and the State makes no warranties or representations as to the accuracy or completeness of this information. Nothing within this bid package may be construed as an expressed or implied warranty, representation or a waiver or limitation of the State's sovereign immunity.

The State reserves the right to accept or reject any or all bids, and to withdraw this invitation to bid at any time before or after bids are opened.
