Unified Carrier Registration for Interstate Motor Carriers

Connecticut Department of Transportation is providing this information as a service to Interstate Carriers.  CTDOT cannot assist you with questions.  You should contact the Federal Motor Carrier Safety Division regional office in Glastonbury, CT.  Another resource would be the CTDMV Commercial Safety Division in Wethersfield.   Last, a search on the FMCSA homepage for “URS” should be helpful.  CTDOT has heard that some operators are utilizing one of the available FMCSA/ DOT compliance agencies operating nationwide to assist them.  CTDOT received reports from Connecticut operators at JFK and LaGuardia, that they received citations for failure to comply with UCR requirements.  

ABOUT Unified Carrier Registration:

The Unified Carrier Registration (UCR) program is a Federally-mandated, annual state-administered registration program for interstate motor carriers. 

Motor carriers, motor private carriers, freight forwarders, leasing companies and brokers based in the United States, Canada, Mexico, or any other country that operate in interstate or international commerce in the United States must register under the UCR program, through which, carriers pay UCR fees through their base states on behalf of all participating states. If you are an interstate carrier based in a non-participating state, you still must comply, and a base state will be assigned to you.

Effective December 28, 2018, the UCR Board of Directors changed the state UCR fee schedule that was previously in effect for 2018 (49 C.F.R. § 367.40) pursuant to Federal Motor Carrier Safety Administration rulemaking . The 2019 fee schedule was established by 49 C.F.R. § 367.50 and will remain in full force and effect until December 31, 2019. 2020 UCR fees are codified at 49 C.F.R. § 367.60 and will take effect on October 1, 2019, unless FMCSA further revises the schedule through rulemaking.

UCR fees are based on the total number of vehicles operated by a carrier. Trailers are not counted as vehicles. The number of commercial motor vehicles for purposes of determining carrier UCR fees is the number of self-propelled commercial motor vehicles the carrier reported in the most recent Form MCS-150 filed with the FMCSA.

IMPORTANT: Interstate motor carriers must update their MCS-150 record every two years by filing a biennial report with USDOT.
