Connecticut Vital Records System
“ConnVRS”
Overview
The Connecticut Department of Public Health launched a new Vital Records system named ConnVRS (Connecticut Vital Record System) in 2016. ConnVRS is a comprehensive web-based system which will modernize and simplify the processes for the collection and registration of Connecticut births, deaths, and fetal deaths.
Birth Registry
As a web-based system, ConnVRS is a significant improvement over the EVRS Birth system which was a stand-alone system which had become outdated. In particular, ConnVRS allows authorized users to access the application from a variety of different venues, such as different areas in a hospital or different desks in the Town Clerk’s office.
ConnVRS Births went into effect on January 1, 2016. All birthing hospitals and all 169 towns in Connecticut are using the ConnVRS Births system. Training is provided by the State Vital Records Office.
New Connecticut Birth Certificate
On January 1, 2016, the New Connecticut Birth Certificate also went into effect. Connecticut transitioned from the U.S. Standard Certificate of Live Birth, 1989 Revision to the U.S. Standard Certificate of Live Birth, 2003 Revision. By adopting the most current version of the U.S. Standard Certificate of Live Birth, Connecticut is able to collect modernized health and medical information through the birth registry and increases our state’s ability to compare ourselves with the rest of the Nation. In addition to adopting the U.S. Standard Certificate of Live Birth in its entirety, Connecticut added several state-specific items to the birth certificate.
Medical Providers
The implementation of the New Connecticut Birth Certificate impacted the medical providers at the birth hospitals as many of the items on the Facility Worksheet have changed. Medical providers have access to training using an on-line Medical Provider Training course. Please note that Module 4 of the Medical Provider Training is especially important to review as it details each item on the Facility Worksheet.
