Vicki Veltri, Executive Director Office of Health Strategy

Victoria Veltri, JD, LLM, is the Executive Director of the Office of Health Strategy, appointed to serve as the first head of this agency in February 2018. She was reappointed by Governor Ned Lamont in 2019 to oversee the office’s mission to implement comprehensive, data driven strategies that promote equal access to high quality health care, control costs and ensure better health for the people of Connecticut.

 

From 2016 to 2018, she was the Chief Health Policy Advisor in the Office of Lt. Governor Nancy Wyman, coordinating the state’s health reform initiatives, including the State Innovation Model Initiative, the Healthcare Cabinet and other initiatives. She acted as the Lt. Governor’s liaison on healthcare issues with state agencies, community organizations and the private sector.

 

She is a member of the Board of Directors on the Connecticut Health Insurance Exchange (d/b/a Access Health CT), and previously served as a member of the Board of Directors of Connecticut Partners for Health. Ms. Veltri has extensive legal experience in health care advocacy and in legislative policy and she lectures frequently at colleges, universities and conferences on health reform and Connecticut healthcare initiatives.

 

Prior to joining Lt. Governor Wyman’s staff, Ms. Veltri was the state's Healthcare Advocate in the Office of the Healthcare Advocate (OHA). She oversaw OHA in its mission to: assist health insurance consumers with managed care plan selection; educate consumers about their health care rights; directly assist health insurance consumers with filings of complaints and appeals, and; pursue systemic healthcare advocacy.

Michael Bailit, President, Bailit Health

Michael founded Bailit Health in 1997 to support state purchasers and regulators. His work focuses on helping states influence healthcare markets to operate as effectively and efficiently as possible on behalf of patients and purchasers. For the past two years he has been engaged supporting OHS with its implementation of Governor Lamont’s Executive Order No. 5. Michael and his colleagues are also assisting the states of Nevada, New Jersey, Oregon, Rhode Island, and Washington with like efforts involving cost growth and quality benchmarks and primary care advancement.

Kelly Sinko Steuber, Director of Healthcare Innovation, Office of Health Strategy

Kelly oversees the Health Innovation team and their initiatives, including the healthcare benchmark initiative, community health initiatives such as the Health Enhancement Communities and community benefit reporting, and prescription drug reporting. She has over 12 years of experience working in health and human services policy and implementation, including working in the executive and legislative branches, and the state’s academic medical center. She holds a master’s degree in Public Administration from Clark University.

 

Josh Wojick, Office of State Comptroller (OSC)

Joshua is currently the Director of Health Care Policy and Benefits at the Office of the State Comptroller in Connecticut. In this role Joshua is the chief administrator of the state employee health plan, responsible for launching new initiatives and overseeing ongoing operations. While at the Comptroller’s Office Joshua has played a key role in initiating major policy changes that have resulted in significant savings and other improvements for the state of Connecticut in the areas of health care, state finances and pension funding. Prior to joining the state Comptroller’s Office Joshua was a policy analyst for the Senate Democrats where he worked on health policy and budget related issues. Joshua was also the lead staffer for the Senate Democrats for the 2011 redistricting effort. Joshua has a Master’s degree in Public Administration from the University of Connecticut. He makes his home in Brooklyn, Connecticut with his wife Wendy and his two children Wes and Ayla (A-La).

Lisa Trumble, President & CEO, Southern New England Healthcare Organization (SoNe)

Lisa Trumble’s career is showcased by successes in generating strong clinical and financial operating results for health care organizations. She has 30+ years’ experience at integrated delivery systems and physician organizations. Prior to joining SoNE HEALTH, Ms. Trumble served as Senior Vice President of Accountable Care at Cambridge Health Alliance (CHA); the scope of her responsibility included system-wide duties for accountable care and population health management, incorporating payor contracting, financial medical economics, regulatory compliance, administrative and clinical programming. Under her leadership, the organization realized significant improvements in clinical and financial outcomes.

Ms. Trumble joined CHA from Berkshire Health Systems, where she served as Vice President of Physician Services and Executive Director of the Berkshire Health Systems Physicians Organization. She was instrumental in transforming physician operation, restructuring provider employment agreements and provider compensation plans, and enhancing patient satisfaction. Prior to Berkshire Health Systems, she served as the Vice President of Finance and Operations at the Cambridge Health Alliance Physician Organization where she achieved similar outcomes.

Previously, Ms. Tumble was Administrative Director for Anesthesia and Surgery services lines at North Shore Medical Center and Chief Financial Officer of North Shore’s Physicians Organization, a subsidiary of North Shore Medical Center. Additionally, she held positions in operations and finance at Commonwealth Health Management Service and Independent Physicians Association. Ms. Trumble holds a B.S. in Business Administration from North Adams State College and a M.S. in Business Administration and Healthcare Finance from Western New England University.

Lisa Manzer, Senior Research Coordinator, University of Washington School of Social Work

For two decades, Lisa Manzer has been working with and developing the Self-Sufficiency Standard methodology. She is currently the Director of the Center for Women’s Welfare at the University of Washington and serves as the principal investigator with a broad background of research experiences concentrated on poverty policy.

Wyatt Bosworth, Assistant Counsel, Connecticut Business & Industry Association

Wyatt Bosworth is assistant counsel for the Connecticut Business & Industry Association, Connecticut’s leading business organization.

He represents Connecticut businesses on matters that come before the Connecticut General Assembly’s Public Health, Insurance and Real Estate, Transportation, Government Administration and Elections, and Planning and Development committees.

Prior to joining CBIA, Wyatt worked as a registered lobbyist with Brown Rudnick LLP where he represented corporations and non-profit organizations before various legislative committees. He also served as staff assistant to House Majority Leader Matt Ritter and has years of municipal and statewide campaign consulting experience.

Wyatt currently sits on the board of directors for Sun Scholars Inc. and has past experience as an elected official in the town of New Britain.

Wyatt earned his juris doctorate with honors at the University of Connecticut School of Law and is admitted to the Connecticut bar. He also holds a bachelor’s in political science from Central Connecticut State University where he graduated summa cum laude.
