CT English Language Proficiency (CELP) Standards

Connecticut State Board of Education has adopted new English Language Proficiency (ELP) Standards. The ELP Standards were designed by a consortium of states and WestEd. They were developed to help English Learners (ELs) to become college and career ready.

Beyond understanding common English usage, ELs need to understand the language used for grade-level instruction in English language arts, mathematics, science, social studies and other content areas. The standards highlight and amplify the critical language, knowledge about language, and skills for using language that are necessary for ELs to be successful in school.

Endorsed in December 2014 by a statewide committee of Connecticut teachers and administrators, the standards are simple and clear and aim high, so that teachers can focus on what’s most important.

The Connecticut State Board of Education committees (Standards & Assessment and Legislative Policy & Accountability) were introduced to the standards this year. The State Board of Education voted unanimously to adopt the Connecticut English Language Proficiency (CELP) Standards on October 7, 2015.
