ConnectiCare Insurance Company, Inc. – Small Group


Rate Request: 0.8 percent average increase

Decision: Disapproved, limited to 0.5 percent average increase

On March 1, 2019 ConnectiCare Insurance Company, Inc. filed a request to increase third and fourth quarter rates for a block of off exchange small group health plans, policies for employers with 50 or fewer workers. The average increase across all 2020 quarters over 2019 is 0.6%, which compares to -0.2% for the currently approved rates. The rates would take effect in the third quarter of 2020.

There are approximately 28,200 people covered under these policies currently in force in Connecticut.

The company stated it requested the increase to account for an increase in “trend”, a pricing factor reflecting medical inflation and an increased demand for medical services. The revision is driven by emerging claims experience.

After Actuarial review, the Department determined that recent experience warranted an increase in forward trend projections, but not at the level proposed. The Department approved a 6.5% forward trend factor instead of the 7.5% proposed.
