Service of Process Fee Requirements—C.G. S. §38a-26
Fees associated with Service of Process matters are as follows:
- Service of Process is made by delivering two (2) copies of the process to the Insurance Commissioner, together with the statutory fee of $50 for each person or insurer to be served payable by check or money order to "Treasurer, State of Connecticut".
- For service of subpoenas issued under federal law, you should refer to the Federal Rules of Civil Procedure regarding the current costs of witness fees and mileage allowances associated with such service.
- For small claim lawsuits, service of process is made by mailing two (2) copies of the lawsuit, together with the statutory fee of $15 payable by check or money order to "Treasurer, State of Connecticut". The mailing address for small claims lawsuits is:

Hartford, CT 06142-0816 - Service of Process may be made during the hours of 8:00 a.m. to 4:00 p.m. EST, Monday-Friday on the 7th Floor of the offices of the Connecticut Insurance Department
- With respect to hospital and ambulance liens, service of process is made by mailing three (3) copies of the lien documentation to the Insurance Commissioner, together with the statutory fee of $50 payable by check or money order to "Treasurer, State of Connecticut".
- A separate statutory fee is required for each entity or person to be served. Please note that the Insurance Department cannot accept process without payment of the statutory fee.
- Under C.G.S. §38a-26, the Insurance Commissioner will promptly send by registered or certified mail one (1) copy of the process to the person to be served. As a helpful reminder, you should take into account time delays associated with registered or certified mail when scheduling a return date for subpoena matters.
