Welcome to the webpage for Project 0042-0329, Rehabilitation of Bridge Nos. 05685 & 05686 carrying I-384 over I-84, in the Town of East Hartford.
A virtual public informational meeting for the project will be held on Tuesday, November 14 at 7:00 p.m.
The purpose of this meeting is to provide the community an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements. A Q&A session will immediately follow the presentation.
The purpose of the project is to address the superstructure deficiencies including concrete cracks and water infiltration to preserve and maintain the two bridges in a “State of Good Repair”. The rehabilitation will extend the service life of these two structures.
Both Br. No. 05685 and Br. No. 05686 were both constructed in 1986. Br. No. 05685 carries one 12’ HOV lane for I-384 EB with one 12’ shoulder and one 2’ shoulder and one 12’ HOV lane for I-384 WB with one 12’ shoulder and one 11’ shoulder. The HOV lanes are separated by a 2.5’ median barrier. Br. No. 05686 carries three 12’ lanes for I-384 WB with one 12’ shoulder and one 10’ shoulder over I-84.
Both bridges were last inspected in March 2022. The 2022 Inspection Reports describe cracks, spalls, hollow areas, and honeycombing in various locations on both superstructures, both inside and outside the box girders, with the worst number close to the abutments. Some cracks had been previously sealed with epoxy injections, but between 5% and 10% of these repaired cracks have since failed with re-cracking and/or crack extensions occurring. Some spalls have exposed rebar and some cracks exhibit efflorescence or rust staining. The number of cracks and spalls has increased slightly since the 2020 Inspection Reports.
Br. No. 05685 (Little Foot) has random broken PVC weeps inside and outside the concrete box girders. The southwest approach parapet has two spalls up to 3’ x 1’ x 6” deep and there are random lateral and vertical misalignments up to 3 1/8” in the concrete barriers at the bridge. The compression seal joints at the abutments exhibit hairline cracks and plow scrapes as well as an accumulation of debris along the joint seals. Evidence of both active and past water leakage was noted on the abutments.
Br. No. 05686 (Big Foot) has spalls up to 25” x 7” x 9” deep at the northwest and northeast approach parapets. The northeast approach parapet is vertically and laterally misaligned up to 5” with the bridge. The strip seal joints at the abutments exhibit hairline cracks and deteriorated sealant as well as a heavy accumulation of debris along the joint seals. Evidence of past water leakage was noted on the abutments.
Right-of-way impacts associated with the proposed project are not anticipated.
Construction is anticipated to begin Spring 2026 based on the availability of funding, acquisition of rights of way, and approval of permit(s). The estimated construction cost for this project is approximately $10 million. This project is anticipated to be undertaken with 90% federal funds and 10% state funds.
