2014 CCSU Racial Profiling Project Support
The Institute for Municipal and Regional Policy (IMRP) at Central Connecticut State University was tasked by the Office of Policy and Management to implement the changes to Connecticut's anti-racial profiling law, entitled The Alvin W. Penn Racial Profiling Prohibition Act (Connecticut General Statutes Sections 54-1l and 54-1m). The IMRP project team – with guidance from several national experts on racial profiling – has developed a new standardized method to more efficiently and effectively collect racial profiling data from traffic stops.
The Judicial Branch's Centralized Infraction Bureau (CIB) has received state funding to modify the current electronic citation system to capture racial profiling information. The funding will also develop a uniform electronic charging document that would eliminate most hard copy written warnings, infraction tickets, and misdemeanor summons
The goal of this OPM JAG grant funded project is to equip approximately 350- 400 police vehicles with printers and mounting hardware for use with the electronic citation system. The Institute for Municipal and Regional Policy at Central Connecticut State University will be responsible for directing and leading this project. The IMRP will be responsible for managing the purchase of equipment, which includes the development of a purchase order, ordering the equipment and processing payment and distributing the printers to local police agencies
Selection Criteria
The selection of law enforcement agencies to receive thermal printers will be based on factors outlined below:
Law enforcement agencies must have the proper software capabilities to integrate the thermal printers within 45 days of their purchase. Law enforcement agencies must be in compliance with the Connecticut Racial Profiling Prohibition law as of the time of the request. All interested law enforcement agencies that those criteria will be placed on a list and the number of printers to be distributed to each department will use a formula that accounts for the following:
a. Average number of annual traffic stops
b. Number of patrol cars
c. Size of the community
d. Number of printers already installed in vehicles.
